Abstract

This paper examines how city managers, businesses, and residents of Cape Town responded to a drought-induced water crisis and the subsequent COVID-19 pandemic. The analysis reveals that effective responses to shocks in critical provisioning systems necessitate careful consideration of the roles and responsibilities of public and private sector actors, along with the distribution of risks and rewards. The study finds that while polycentric governance is often advocated for its flexibility, it's not always practical or desirable for all stakeholders.
