The efficacy of decentralized disaster relief resource allocation within communities: The role of community-based sharing captains

Imagine neighbors stepping up as ‘‘sharing captains’’ to distribute disaster relief—this study finds a decentralized approach can sharply reduce residents’ deprivation costs and reach 100% resource coverage faster than fixed-point distribution. Simulations in two Seattle communities point to an effective captain range (30–40) and robustness even when many residents won’t share.
