The efficacy of decentralized disaster relief resource allocation within communities: The role of community-based sharing captains

Imagine neighbors stepping up as ‘‘sharing captains’’ to distribute disaster relief—this study finds a decentralized approach can sharply reduce residents’ deprivation costs and reach 100% resource coverage faster than fixed-point distribution. Simulations in two Seattle communities point to an effective captain range (30–40) and robustness even when many residents won’t share. This research was conducted by Olivia Wang, Zhengyang Li, and Cynthia Chen.
