Abstract
This paper investigates the paradigm of smart tourism service (STS) platforms within an ecosystem space. It conceptualizes STS by proposing a scale measuring smart services across attractions, transportation, accommodation, diet, purchase, and payment. Using sequential mixed methods with data from Fuzzy Delphi experts and tourist surveys in Taipei City, a 32-item STS scale is developed and validated. The scale reveals the tourist-operated technologies for STS provision, linking ICT functions, information services, tourist applications, behaviors, and sustainable value co-creation. The paper explores the path "STS → behavior → sustainable value co-creation", offering theoretical and managerial implications for tourism practitioners.
