This paper proposes a reconfigurable transmissive metasurface using scissor and rotation actuators to independently control beam scanning and polarization conversion. The metasurface, composed of rotatable unit cells, switches polarization between RHCP and LHCP by flipping the cells. Beam scanning is achieved by linearly changing the distance between unit cells using the scissor actuator. Numerical and experimental results show a 28° beam scanning range at 10.5 GHz for both RHCP and LHCP beams.
