Abstract
This study explores the characteristics and development of higher education (HE) in the Guangdong-Hong Kong-Macau Greater Bay Area (GBA), a region uniquely characterized by the "one country, two systems" policy. Using qualitative methods, including in-depth interviews and document analysis, the study reveals the complexities of HE development in the GBA, emphasizing the progress from cooperation to strategic coordination and resource sharing among HE institutions. The study highlights the imbalanced profile in quality and quantity of HE provision across the region and suggests strategies for policymakers and scholars to enhance the development of regional HE.
