Abstract

This paper examines science diplomacy (SD) through an instrument-centered perspective, focusing on science and innovation centers (SICs) as a novel policy instrument. A comparative analysis of SICs in Germany (DWIH) and Switzerland (swissnex) reveals their political instrumentation, showing that their objectives are clearly driven by national needs and reflect a contemporary Zeitgeist. The study utilizes in-depth interviews and document analysis to uncover similarities and differences in SIC development and their political use over time.
