This paper explores how science diplomacy (SD) explains transformations in Turkish Science, Technology, and Innovation (STI) policies since 2000, focusing on engagements with the EU. Using Europeanization and qualitative content analysis, the study finds that harmonizing Turkish science and technology policies with the EU's has led to new funding mechanisms and participation in Horizon 2020. S&T cooperation has strengthened Turkey's public diplomacy with Europe. However, Turkey is not using science as a diplomacy tool as effectively as it could to augment its foreign policy, despite ongoing cooperation in research amidst growing tensions.
