This study uses Grounded Theory to develop a theoretical model of the governance mechanism for the quality and safety of imported agricultural products in China, considering multiple governing entities. It then uses structural equation modeling to empirically validate the hypothesis. The findings indicate that government regulation positively impacts product quality and safety, while importer regulation and consumer supervision indirectly influence these factors through government regulation. Consumer supervision positively affects both importer and government regulation, further indirectly influencing quality and safety. The study concludes that collaborative governance among government, importers, and consumers is crucial for optimizing quality and safety.
