Abstract
This paper introduces a dual water-electricity cooperation (DWEC) framework for transboundary river basins, combining water and electricity trading to address conflicting demands. Applying this to the Lancang-Mekong River Basin, the study shows DWEC significantly improves economic benefits and regional water use equality. Electricity trading compensates water exporters, maximizing basin-wide benefits and encouraging participation. The framework offers a viable path for sustainable transboundary cooperation.
