Abstract
This study addresses the limited scholarly attention given to assessing the suitability of Public-Private Partnerships (PPPs). Using China as a case study, a suitability assessment model was developed and evaluated across 287 prefecture-level cities. Results reveal significant spatial variation, categorizing cities into four suitability levels (high, medium, low, unsuitable). The findings indicate that PPPs may not be broadly applicable in the current Chinese context, with 219 cities deemed unsuitable or having low suitability. This research contributes to sustainable PPP application in China and informs global implementation strategies.
