This study aimed to develop a Maker literacy assessment model for primary school students in China. Using a Delphi method with 16 experts, the researchers developed a framework with three dimensions: Design Thinking, Technology Application and Materialized Practice, and Maker Spirit and Responsibility. Each dimension includes several subordinate aspects, providing a comprehensive assessment system for Maker activities in Chinese elementary schools. The study addresses the gap in assessing Maker activities, offering valuable insights for educators, policymakers, and curriculum developers to foster innovative thinking and idea creation.
