Abstract
This article examines the Hungarian traffic education and examination system using an extended House of Quality (HOQ) method. The research investigates the goals and objectives of two stakeholders—citizens and the government—revealing similarities, differences, and interrelationships. Secondary data on system effectiveness is analyzed, showing that stakeholder viewpoints are closer regarding the examination system than the education system. However, unresolved contradictions exist, highlighting diverse opinions on service quality and satisfaction criteria.
