Abstract
This paper assesses the inputs to policymaking in Nigeria's household energy sector, where despite decades of government focus, energy access remains low. Through key informant interviews and participatory workshops, the research identifies two key windows of opportunity for researchers to influence policy: the problem definition stage and the period between policy adoption and implementation. By proactively engaging policymakers at these junctures, researchers can increase the role of scientific evidence in decision-making, particularly in contexts where scientific evidence may have a diminished status.
