Abstract
This study compares the effectiveness of public and private social safety nets (SSNs) in mitigating the impact of shocks on rural households in Pakistan using propensity score matching on PRPHS (2011-12) data. The results show that neither public nor private SSNs significantly protected households from using shock-coping strategies like reducing food consumption or selling assets. However, public SSNs showed a significantly reduced likelihood of households switching to cheaper food, suggesting greater protective effectiveness compared to private SSNs.
