Abstract
Ethical hacking, also known as penetration testing, involves authorized attempts to identify and exploit vulnerabilities in computer systems to strengthen cyber security defenses. The increasing reliance on digital communication technologies has heightened cyber threats within Nigeria's telecommunications industry, making cyber security a pressing concern. This study explores the role of ethical hacking in mitigating cyber risks and enhancing cyber security resilience in the sector. Adopting a descriptive survey design, data were collected via structured questionnaires administered to professionals in selected telecommunications companies and regulatory agencies. Findings indicate that while ethical hacking is gaining recognition as an effective approach to identifying and addressing system vulnerabilities, its implementation in Nigeria is hindered by several challenges, including limited awareness, insufficient investment, regulatory inadequacies, and a shortage of skilled personnel. Respondents strongly support the integration of ethical hackers into cyber security teams, advocate for regular system audits and continuous training, and underscore the need for stronger governmental policy enforcement. The study concludes that ethical hacking has substantial potential to reinforce Nigeria's digital defenses if properly institutionalized. It recommends the legal recognition of ethical hacking, expanded capacity-building initiatives, and enhanced stakeholder collaboration to establish a secure and resilient telecommunications environment.
