This study uses a difference-in-difference (DID) model and mixed cross-sectional data from 2015 and 2019 to analyze the impact of lower-level legal systems on patent transaction efficiency in Chinese colleges and universities. It finds that inconsistencies between higher-level laws and lower-level systems create a "blocking effect," reducing efficiency. Conversely, revising lower-level systems to align with higher-level laws creates a "transmission effect," improving efficiency. These findings hold after robustness tests and offer insights into legal system reform.
