Abstract
This study uses text mining to analyze China-related legislation in the 115th–117th US Congress to understand the evolution of US policy towards China. The analysis reveals a surge in China-related legislation since the introduction of decoupling policies, a persistent negative view of China, and a competitive stance across economic, technological, and military domains. The Biden administration's legislation shows a greater emphasis on ideological competition and the need for collaboration with like-minded allies to counter the perceived 'Chinese threat'. The study concludes that congressional legislation reveals underlying value judgments and institutional orientations shaping US diplomatic strategy towards China.
