This paper investigates the factors influencing Chinese construction enterprises' adoption of green development behaviors. Using a Technology-Organization-Environment (TOE) framework, an index system of influencing factors is constructed. An artificial neural network (ANN) model, trained on data from 2000-2020, predicts the impact of these factors. Key findings indicate a positive trend in green development behavior over time, with market share being the most significant factor. The ANN model's effectiveness is validated by the TOE framework.
