This paper examines the alignment between national resource inventories and policy actions in 18 countries with substantial energy transition minerals (ETMs). The study finds that the distribution and production-readiness of ETMs vary significantly across countries, with OECD countries showing stronger alignment between policies and demand than non-OECD counterparts. This misalignment could lead to global delays in climate change mitigation and an uneven energy transition.
