Enhancing federal inter-governmental relations and state building in Somalia

This study explores Somalia's Federal-state Inter-Governmental Relations (IGR) and civic state building, examining how IGRs between the federal government and federal member states affect civic state building. Using a qualitative approach (literature synthesis, in-depth interviews, and questionnaires), the study finds that intergovernmental relations are characterized by tensions and conflicts due to constitutional inadequacies and non-compliance with existing IGR laws. The lack of an effective power-sharing model hinders institutional progress, and neglecting indigenous approaches to state-building is detrimental. The study recommends reviewing federal-state IGR laws, considering cultural and religious significance.
