Abstract
This study uses counterfactual analysis and auto-regressive neural networks to assess the impact of COVID-19 lockdowns on missing person reports in Tamil Nadu, India. Lockdowns significantly reduced reporting, while the lifting of restrictions led to an increase, highlighting the crucial role of mobility in enabling access to reporting mechanisms.
