This paper investigates the impact of tax incentives on the readiness of Russian oil and gas companies to adapt to change during the COVID-19 pandemic. Using a Difference-in-Differences (DiD) method, the study finds that tax incentives significantly increased the oil and gas industry's readiness for change, exceeding the impact of the pandemic itself. The authors recommend extending similar tax incentives to other sectors of the Russian economy to stimulate broader change management and enhance resilience to future crises.
