Abstract

This paper proposes a renewable energy design optimization model to plan investments in power, water, and heat technologies for Neom, Saudi Arabia, considering the intermittent nature of renewables and extreme weather patterns. A clustering-optimization framework accounts for extreme weather days, showing that systems designed without this consideration require external supplies during simulations. Including extreme days increases system reliability but necessitates larger generation and storage capacity investments.
