Abstract
This paper examines whether German citizens prioritize fellow citizens over non-citizen immigrants for access to life-saving healthcare during the COVID-19 pandemic. Using a conjoint experiment with roughly 17,000 respondents, the study finds that citizens are considered more deserving of healthcare than non-citizen immigrants, a sizeable and robust relationship. This finding has implications for debates about social boundaries and resource allocation in Western Europe.
