Abstract
Current disaster risk models often fail to account for the disproportionate impact of disasters on vulnerable groups. This paper develops a typology to characterize approaches to incorporating equity into risk modeling and evaluates 69 risk assessments from major international development organizations. The study finds that only about 28% of models attempt a quantitative evaluation of differential impacts. A case study reconstructing a Nepal earthquake risk assessment demonstrates that equity-sensitive approaches uncover disparities missed by traditional methods, highlighting the need for improved equity considerations in disaster risk management.
