This article examines the impact of the European Green Deal (EGD) on non-member states, using Norway and the UK as case studies. It investigates whether the EGD creates turbulence in these states, the nature of this turbulence, and whether it varies based on the level of EU affiliation. Despite both countries' ambitious climate policies, significant EGD-induced turbulence was identified, increasing with closer EU ties. However, both nations demonstrated considerable adaptive capacity and policy durability.
