This research investigates the effect of transformational leadership and personal cultural values on creating a learning organization in higher education physical education and sports. Using a convenience sample of 328 academic staff, data were collected via scales measuring learning organization dimensions, transformational leadership, and personal cultural values. Structural equation modeling revealed that transformational leadership and the power distance and collectivism dimensions of personal cultural values directly and positively affect the creation of a learning organization.
