Abstract
Many countries implemented COVID certificates to access public and private venues during the COVID-19 pandemic. This study estimates the impact of these certificates on vaccine uptake, health outcomes, and the economy in France, Germany, and Italy using counterfactuals based on innovation diffusion theory. The announcement of COVID certificates was associated with increased vaccine uptake, averting deaths and preventing GDP losses in all three countries. In France, the certificates also averted high ICU occupancy levels that previously led to lockdowns.
