Shore power technology can slash shipping emissions at berth, but adoption faces economic and strategic hurdles. This study develops a game-theoretical framework to show how interactions among shipping companies and the port under four channel structures affect shore power adoption and pricing under carbon tax and subsidy policies. The joint carbon tax and per-unit subsidy broaden equilibrium adoption conditions, and collaboration between stakeholders is crucial to overcome a "prisoner's dilemma" and accelerate maritime decarbonization.
