Abstract
Creating and updating Enumeration Areas (EAs) for national censuses is challenging. This paper presents a semi-automatic method for mapping EAs using high-resolution gridded population and settlement data, along with publicly available boundaries. The approach is demonstrated in Somalia, where EA mapping is lacking, and compared to manually digitised EAs in Mogadishu and Hargeysa. The semi-automatically generated EAs are consistent with standards, show time and cost savings, and are applicable to low-income and data-poor settings.
