Abstract
This paper presents a framework and a web application tool (COVIRA) for assessing individual and regional COVID-19 risk. The personal risk model considers age, exposure history, symptoms, local risk, and pre-existing health conditions, while the regional risk model incorporates COVID-19 cases, public health factors, socioeconomic conditions, and immigration statistics. The tool provides risk scores (0-100) and guidance, initially focused on Nepal but scalable globally.
