This paper investigates the relationship between secondary vocational school (SVS) programs and industries in China, aiming to reduce skill mismatches. Using a coupling and coordination framework and grey relational analysis with data from Tianjin, the study finds a stronger correlation between SVS program structures and the secondary industry. Adjusting program numbers, increasing secondary industry-related programs, and improving primary and tertiary industry programs are recommended to better align with industrial needs.
