This qualitative synthesis investigates the indicators used to evaluate health research capacity strengthening (health RCS) programs in low- and middle-income countries (LMICs). Twelve evaluations were analyzed, revealing significant variability in evaluation design and indicator quality. While individual-level indicators tended to be more quantitative and comparable, institutional and national/international level indicators lacked consistency. The study highlights the need for improved indicator measurement, stronger evaluation designs, and better integration of indicators within theories of change to provide more robust evidence of health RCS program effectiveness.
