This paper investigates the settlement decision-making process of rural in-migrants in Dali, China, focusing on the influence of social and environmental factors. Using the Theory of Planned Behavior (TPB) and multiple linear regression analysis, the study reveals that public service facilities' quality is crucial, particularly for those with established settlement plans and female migrants. Education level and age also influence the range of factors considered. Improving public services, economic vitality, and protecting the natural environment are crucial for supporting rural communities.
