HATE SPEECH AND ITS DIRECT INFLUENCE ON SOCIAL STRATIFICATION OF INDIVIDUALS AND GROUPS

This paper examines hate speech as a social and cultural problem and the legal challenge of balancing freedom of expression with penal measures in line with the European Convention on Human Rights and the European Court of Human Rights. It analyzes hate speech's role in social division, moral and interpersonal destruction, and the intensification of interethnic conflicts, while reviewing key Council of Europe documents for identification and prevention. This research was conducted by Biljana Paneva Parleeva.
