Abstract
Governments worldwide have intensified efforts to institutionalize policy evaluation. However, even in organizations with high evaluation maturity, evaluation utilization isn't guaranteed. This article analyzes the use of evaluations (2013-2016) by the Dutch Ministry of Foreign Affairs' Policy and Operations Evaluation Department (IOB), known for its high evaluation maturity. Using Qualitative Comparative Analysis (QCA), the study identifies factors influencing evaluation use, emphasizing the importance of policymaker involvement in evaluation design and optimal timing, while surprisingly finding political salience less influential than expected.
