Abstract
This paper explores a strong 'dual necessity' approach to social progress, arguing that both subjective (individual attitudes) and objective (external standards) conceptions are jointly essential and not easily substitutable. Using the constant elasticity of substitution (CES) function, the authors analyze the Human Development Index (HDI) and Sustainable Development Goals Index (SDGI), demonstrating that a low substitution approach significantly alters social progress rankings, particularly for mid-ranking countries. This approach highlights the importance of balanced progress and offers a new measurement tool for social scientists and policymakers.
