Abstract
This study examines the activities and strategies of Lebanese NGOs in responding to the Syrian refugee crisis during and after the COVID-19 pandemic. Qualitative data from 40 NGO representatives revealed that COVID-19 increased the demand for services but hampered resource acquisition. The study suggests increased government and donor agency support, along with improved communication among stakeholders, as crucial for effective NGO crisis response.
