Carbon border levies have been suggested as an important tool for ramping up climate action. This article analyzes the views of European business and civil society organizations (276 respondents) expressed in the EU's public consultation on the proposed Carbon Border Adjustment Mechanism (CBAM). The findings reveal general support for CBAM but significant divergence on its purpose, allocation of free allowances, sectoral coverage, exemptions, export rebates, and emissions scope. The study highlights the need for the EU to resolve these design issues to ensure CBAM's success.
