This study investigates the factors affecting governance effectiveness in public–public collaboration for food safety risk management in China. Using a questionnaire survey in Jiangsu and Guangxi provinces, and a multivariable linear regression model based on principal component analysis, the research reveals that the behavior and capabilities of legislative, administrative, and environmental agencies, professionalism of government agencies, and laws and regulations are crucial for effective collaboration. The study provides insights for improving food safety risk management systems in China and other developing countries.
