Abstract
This paper presents a framework for evaluating tools designed to detect misinformation on social media. The framework utilizes a preference elicitation approach and an integrated decision analytic process to assess desirable features of such systems. The research, based on multi-criteria decision analysis, was conducted in Austria, Greece, and Sweden with policymakers, journalists, and citizens. Results indicate participants prioritized information about the sources of misinformation and the lifecycle of posts, showing a preference for trust and accountability. However, features involving active participation in combating misinformation were ranked low, suggesting a passive approach among participants. Cultural background also influenced preferences for tools.
