Abstract
This research investigates whether low-income households and minorities from four countries with diverse contexts experience a 'double energy vulnerability,' encompassing transport and energy poverty. The study finds that low-income households and minorities face a higher risk of simultaneous energy and transport poverty regardless of national context, challenging the achievability of Sustainable Development Goals (SDGs) by 2030. Significant policy shifts, resource redistribution, and investment in social services are deemed necessary for global sustainable development.
