Toowoomba Regional Council Community Support Grant Program
The Toowoomba Regional Council is now accepting applications for its Community Grant Program to support community organizations in their efforts to provide services, activities, and events that benefit the community.
📝 About the Program
The Community Support Grant Program aligns with the Council’s vision, values, and goals, as outlined in the Corporate Plan 2019-2024. It provides support for projects that aim to achieve one or more of the following:
- Demonstrate collaboration and partnerships between community organizations.
- Encourage and assist community interaction and inclusiveness.
- Foster Indigenous, multicultural, and intergenerational understanding and equity.
- Support innovation, forward-thinking, and learning opportunities.
- Upgrade facilities to meet standards, regulations, and community expectations.
- Meet changing community needs and/or increase facility usage.

Applicants may apply for up to $2,500 of financial support.
✅ Eligibility Criteria
Who Can Apply
Organizations can apply for a community support grant if they:
- Are an eligible community organization or are under the auspices of an eligible community organization as defined in the 2.59 Community Grants Policy.
- Operate or provide services within the Toowoomba Regional Council area.
- Have an Australian Business Number (ABN).
Who Cannot Apply
The following are ineligible to apply:
- Individuals.
- For-profit companies, trusts, and other organizations.
- Unions and student guilds.
- Research foundations.
- Professional associations.
- Organizations that have been granted approval for support through a Toowoomba Regional Council program for the same project.
- Organizations that have not acquitted previous Council grants.
🚫 Ineligible Projects
Community support grants will not fund:
- Loan or other debt repayments.
- Recurrent administration and running costs, such as:
- Regular wages.
- Regular office expenses.
- Rent, mortgage repayments, or land purchases.
- Equipment with a short life or requiring regular replacement.
- Rates, utilities, energy, insurance, or regulatory expenses.
- Projects with a commercial purpose.
- Projects of private benefit (only the portion of the project with community benefit is eligible for funding).
- Projects already funded by other Toowoomba Regional Council Grant programs.
- Prize money, trophies, raffle prizes, or fundraising.
📋 Assessment Criteria
Preference will be given to applications that:
- Facilitate deliverable outcomes for the community, such as providing programs, facilities, or capital works.
- Demonstrate self-help, commitment, and future sustainability.
- Are identified within a strategic planning framework.
- Do not duplicate existing projects, activities, or events.

Applications are made online via SmartyGrants. New users must establish a username and password before starting their application. Community Development Officers are available to assist applicants unfamiliar with the process. If necessary, staff can meet applicants at their local library to explain the online form content.
