Abstract
This paper analyzes the web accessibility of 18 Spanish provincial capital city councils, comparing two periods (2015 and 2021) to assess compliance with Web Content Accessibility Guidelines (WCAG). Results show that accessibility remains a significant issue, unrelated to city size or budget. Improvements are needed to ensure inclusion of people with functional diversity and the elderly. The study highlights the importance of web accessibility for democratic inclusion and citizen well-being.
