This paper examines the integration of justice concerns into climate mitigation planning in large US cities. The authors find that large US cities are increasingly incorporating justice into their climate action plans and developing policy tools to address equity concerns in their climate mitigation policies. A content analysis of climate action plans reveals that recognition of historical injustices is becoming more common, although attention to justice varies across mitigation sectors. The study identifies local factors influencing cities' engagement with justice and introduces four policy tools used to operationalize just climate policies. The authors conclude that more attention to justice in policy implementation and evaluation is needed for just urban transitions.
