Abstract
This paper investigates government support for rural development in Hubei Province, China, using legal rural construction land allocation as a proxy. Indicators of support intensity, spatial direction, and agglomeration were constructed and analyzed using panel data regression. Results show increasing support intensity from 2009-2018, a regular spatial direction, and growing local agglomeration. Support orientations focused on farmers' production, livelihoods, and social security. The study provides a framework for quantifying government support and its direction in rural development.
