Abstract

The European Union (EU) has conferred the status of strategic partner on ten countries, despite their heterogeneity in political systems, power status, values, economic development, size, and resources. The EU’s conception of Strategic Partnership has lacked an official definition and criteria. This paper analyzes the strategic partnership phenomenon in EU foreign policy, proposes an operative definition, derives common criteria from observable indicators, and applies a Binary Logistic Model supported by components extracted via CATPCA and PCA. The model aims to make the selection of EU strategic partners more science-based and to identify potential new partners.
