This study explores the barriers to stakeholder collaboration in providing low-income housing in Lahore, Pakistan. In-depth interviews reveal five cross-cutting challenges (GLIPP): government capacity, institutional complexity, political willpower & intervention, policy & practice gaps, and a poor environment for collaboration. The study emphasizes revising government institutional hierarchies and developing housing policies for low-income groups.
