Abstract

This mixed-methods study investigates the Ifedioramma Okafor Memorial Secondary School Academic (IFOMSSA) Awards, a scholarship scheme in Southeastern Nigeria. A prior quantitative study showed the scheme improved test scores and exam enrollments. This qualitative component, using case study interviews with 15 beneficiaries, confirms that the scheme's hybrid selection criteria (needs and merit-based), mass motivation strategies, and community involvement all contributed to positive outcomes. Non-recipients were also motivated, highlighting a "mass motivation" effect. Community groups (family, friends, teachers, leaders, and government staff) positively influenced results, and media publicity inspired confidence. The study suggests that scholarship schemes integrating these principles could sustainably optimize test scores in developing countries.
